There is no business that operate in Singapore that can be exempted from the PDPA. In fact, under the scope of the PDPA, all organisations in Singapore have to comply with the PDPA. This includes all organisations operating in Singapore that are for profit or non-profit. The PDPA further defines organisations as any individual, company, association or body of people who are formed or not formed; recognised or not recognised.
The only organisations that are excluded from PDPA are public organisations or any organisations that are acting on behalf of a public agency.
